About the Position:

Hiring for a Procurement Manager, responsible for the procurement of complex construction, professional and technical services, as well as supervising and managing assigned Procurement staff. The Procurement Manager will provide preparation of proposal deliverables related to subcontracting, including pricing of subcontracted construction, professional and technical services, procurement lead for internal and external audits, negotiate terms and conditions under minimal supervision, responsible and accountable for Procurement’s compliance with established policies and procedures, and participate in development of project execution plans.


  • Bachelor’s Degree.
  • 10+ years of experience within the construction industry.
  • 10+ years of Federal procurement experience.
  • Extensive knowledge of the assigned business unit clients, projects and functional organizations.
  • Extensive knowledge of the project delivery processes and Federal procurement policies and procedures.
  • Extensive knowledge of federal government contractual compliance requirements.
  • Extensive knowledge and ability to independently review exceptions, changes to terms and conditions and negotiate resolution with oversight from required reviewers.
  • Extensive knowledge of competitive, sole source procurements
  • Extensive knowledge of cost and price analysis.
  • Proficient in procurement systems and tools (i.e. CMiC).
